National Greenhouse and Energy Reporting System (NGERS)

From the 1st July 2008 companies are required to report greenhouse emissions, energy production or energy use at or above specified thresholds under the National Greenhouse and Energy Reporting System (NGERS). NGERS reporting forms the foundation of the Carbon Pollution Reduction Scheme (CPRS), the Australian emissions trading scheme, due to commence in July 2010.

HRL Technology offers a range of services to assist companies to prepare for NGERS and the CPRS, as follows:

NGERS Compliance Services:

  • Review of current practice against NGERS requirements, including fuel metering, sampling and analysis; energy metering; and facility boundaries and operational control.
  • Assistance with implementation of improved fuel metering, sampling and analysis.
  • Analysis of uncertainty and business risk.

Carbon Emissions Abatement Services

As NGERS forms the basis of the future emissions trading scheme under CPRS, now is the time to consider how companies might reduce carbon emissions in preparation for CPRS.

HRL Technology can provide a full range of services ranging from technical and economic review of carbon abatement options through to project implementation. The initial stages of an abatement options review will provide the client with a cost-abatement curve, which allows the client to prioritise which projects to implement depending on the price of emissions. The potential of each project to reduce emissions will also be assessed. HRL Technology can then assist in implementing the projects if required.

HRL Technology is a member of the Panel of Independent Verifiers for Greenhouse Challenge Plus, and is on the Verification Panel for the Energy Efficiency Oppotunities Program.

Requirement for accuracy

As well as compliance HRL Technology also reviews “Business Risk” as part of its standard package. For example a 4 x 500 MW generator with a GI of 900 kg CO2 / MWh, every 1% uncertainty in determination of greenhouse emissions will equate to a business risk of almost $ 3,000,000 per annum (assuming a $ 20 / t permit price).  Business risk for large emitters of CO2 will often be of equal importance as compliance. Business Risk is reduced by critically evaluating and taking steps to improve the accuracy of determination of emissions.
